Lighthouse Evaluation by Clear Horizon
In June 2019 Lighthouse engaged consultancy firm Clear Horizon to conduct an all-encompassing independent evaluation. The independent evaluation is an important component of the Learning, Monitoring and Evaluation processes of Lighthouse. Seeking such external expertise is fundamental to developing rigorous reports and point-in-time checks along the 20-year journey to achieve Lighthouse’s long-term vision.
The evaluation considers the complexity of our way of working, threading Lighthouse’s place-based, collaborative and ‘whatever it takes’ thinking throughout the process. Reinventing technical evaluative theory to understand the emergent ‘heart-based work’ of Lighthouse and other place-based initiatives.
The purpose of the evaluation is to understand how Lighthouse is doing, are we leading to the change we seek in our community? Ultimately, the evaluation will serve in the critical reflection on how to do things better for the benefit of all children and young people in Greater Shepparton. The report will also contribute to the larger global conversation around the efficacy and value of place-based work for sustainable change.
On a more technical level, the evaluation collects and synthesizes both qualitative and quantitative data to understand Lighthouse’s impact, relevance, sustainability, effectiveness and alignment with equitable practices. The evaluation is expected to be completed by December 2019, a selected findings report will be released early 2020.
